What build of W10 are you using on your Surface Pro 3? I need to rebuild mine but have read that there are problems with 10130.
So Project Spartan automatically got loaded onto my Windows 10 box. The first negative was that the damn thing defaulted itself, and would open up every time I clicked a link; It loaded up very slow initially. Its not user friendly, I couldn't figure out within a couple of clicks where the favorites bar is, couldnt move buttons where I wanted. The damn Webnote button is glitchy as heck. And the most annoying thing for me. I can't get it to load local IP address pages. 192.168.1.115:33 for example is my IP camera. IE and chrome load this perfectly fine. Edge fails to bring it up. Localhost:// also does a websearch instead of loading the actual IP. I actually went back to defaulting IE over Edge. (due to Chrome not working properly with Teamviewer.)
Of course it defaulted itself, they are trying to replace IE. I personally had no issue figuring out the UI in about two minutes or so. I guess mileage may vary, and I just search YouTube for short "how to" videos when I can't figure something out. http://localhost is the proper way to navigate to the localhost. There may be a security setting automatically set for un-trusted URLs in Edge that is blocking your webcam (which is a good thing).
I've had very few issues with 10130, I'm running it now. The only major problem I've had with any version of the preview was my initial install on the Surface Pro that had a bad Intel graphics driver. I figured that out in about 10 minutes or so. I have random minor issues from time to time, just as I did with the Windows 8 developer preview. I make sure to send feedback whenever I come across an issue and move on. I have a feeling most of the issues are driver and firmware related, as they improve greatly between non-version updates.
