I'm not using Apple but have the same problem trying to watch it with Xbox. I can watch fine on Android and PC though but I really be watching it through the TV!
So FYI, I used my Brownsville debit card and no problems. As long as you mask your IP address or are actually living out of the US like me, you are good to go with the Rockets. International League Pass is a hell of a deal. All the teams, all the games including playoffs and finals, and your choice of home or away announcers. The stream looks amazing BTW and I just connected it from my laptop to my 65 inch and I was very happy.
it will continue to say that until regular season begins, no pre season. The apple tv and xbox apps are run off separate (and inferior) servers to the pc/android/etc, hence why i've switched to chromecast for this year
