Labor talks have ended after 15 hours. Media headed upstairs. Unclear if this is a joint press conference or not.

The NBA and players will make announcement in a joint news conference soon, source says. The NBA is back.

More system details. Read from bottom up.

    -------------------------------------------------------
    ZachLowe_SI

Tweak for players: Rookies eligible for extensions could get one worth 30% of cap level, up from 25%
    35 minutes ago

Other details: Lux tax RATES and repeater penalties will be as they were in owners' final proposal. Extra hit if you pay 4 times in 5 yrs
    35 minutes ago

The same $4M-over-the-tax line ban applies to sign-and-trades--can't use if it takes you > $4M above tax, per source.

More MLE: If you are more than $4M over the tax at any point, you cannot use the full MLE. You get only mini one--$3M for 3 years.

(2/2): If team uses full MLE to get to/near $4M over tax, they CANNOT re-sign FAs and go over $4M. barrier. Could do so via vet minimums
    38 minutes ago

MLE details, per source (1/2): All teams can use full MLE as long as it doesn't take them more than $4M above tax.

Of the so-called B-list issues still to be resolved, I'm hearing the "Two and Thru" move to raise draft eligibility is very likely to happen
    [/rquoter]

Man I hope this isn't true, it could remove a lot of talent from the 2012 NBA draft.

Namely ... Anthony Davis(projected #1), Andre Drummond(top 3), Quincy Miller (lottery), Micheal Gilchrist (lottery), James McAdoo (lottery), Bradley Beal (lottery).

well..at least it's good for the rockets. We have the grizzlies lottery protected pick in 2013 along with our own pick in 2013(assuming we make the playoffs and the nets get our pick this year) don't we?

Hate to break it to you, but the Rockets traded that 2013 MEM pick in the Flynn/D-Mo draft day trade.

They have Minnesota's 2012 second rounder instead (from the same trade).

Completely disagree. This draft is already loaded with talent already with players who are NBA ready (Sulinger, Barnes, etc.) This rule is much for the better in my opinion. There are way too many players taken too high in the draft based on upside, that never have a chance to develop before they play in the NBA.

It also allows this years Rookie class a fair share at a full offseason and training camp before they have to be judged on for a future investment. Too much talent isnt a bad thing for a draft, but too many gambles at one time can be a bad thing. These teams need to know what they are buying.
