This is more a matter of the Celtics organization's policy rather than state law. Many large companies will have code of conduct agreements concerning personal relationships of "bosses" and "staffers" in order to avoid being liable in the messy civil suits involving sexual harrissment. Companies don't want their execs romantically pursuing their secretaries or interns, especially in the "me too" decade. The Celtics by punishing Udoka for violating the policy/rules can later claim, they took action and were immediately responsive to the issue, once they were made aware of it. Had they done nothing or simply ignored it, they can then be liable through negligence and creating a culture of disregard for the issue (ala the Mavs). So far the Celtics have been handling this matter in house. The punishment Udoka will receive is being given by the Celtics, not the league or state. As for the matter of it leaking to the press, I'm guessing that was done by someone "anonymously" and against the wishes of the organization.
