When I give you a car insurance quote I need your name and your address. And then later on verify it with a TDL or SSN. It used to be harder where you'd have to have a SSN in the beginning of the process. Essentially, everyone is in the database and your rates are determined by your credit, location, age/sex, type of car, and driving record. If I'm not mistaken, only citizens and permanent residents get a SSN or something right? If you don't have an SSN, then you need to provide documentation of your legal status in this country. Depending on your status of immigration, you may or may not be allowed to purchase auto insurance from an admitted Texas company. All I know is, you need an credit hit to match with proof, or documentation of citizenship or residency or visa status. But I work for a big company and I know that's how it works with like All State, State Farm, Farmers, Geico etc. Not sure what the smaller ones do.

    Edit:
Nevermind, I just asked one of my employees and she said we can sell to anyone with a drivers license from any country. I guess I was thinking of life insurance. D'oh. It's true, I'm very ignorant of my own profession.

    Thanks for clarifying your clarification.

This is a tangent but just curiosity. A frequent plot device in crime stories is that a someone takes out a large life insurance policy on their spouse and the spouse subsequently ends up dead mysteriously. Can someone take out a life insurance policy on someone else without them knowing about it?

    Not without committing overt fraud.

It requires faking signatures and misrepresenting identification, so yes fraud.
