Some teams make trades for financial reasons. Remove some of the reasons for teams on the other side to add on salary and some of these deals don't get done. The Wizards and Cavs hate each other, so I'm sure if the Wizards had a better deal available then they would have taken it. Without this current loophole then this deal doesn't get done. Both parties got what they wanted, and saving $29M is significant.

As far as the player side, it makes perfect sense for a guy to want to return to where his home and family are, where he knows the team and the systrem, etc. It's not fair to remove that option from them. You are penalizing a "free agent".
