The 2020 team won 2 playoff series and became just the 2nd team in MLB history to force a game 7 after being down 0-3 despite pitching a bunch of rookies. Last years team lost Greinke as a starter right before the playoffs and then LMJ after the ALDS. Starters regularly **** the bed and relief pitchers that everyone complained about Dusty using during the regular season came through for him a lot. The Astros overachieved the last two years in the playoffs. He definitely got the most out of his players. In 2019, Hinch definitely didn't get the most out of that team.
That's true of everyone before they win a World Series. Was Andy Reid a terrible head coach of the Chiefs before winning the SB? He may or may not be a bad manager but "hasn't won a World Series" isn't a very useful standard.

They were the best (or second best) team in the league for the 5 year span before he got hired- it’s literally absurd to act like he did something special to make this team successful. He, like Click, took over an extremely talented team and has t torn it apart or ****ed it up. Cool. I’m sure there is an idiot here or there that might have messed up a good thing. But this team and clubhouse run itself and Dusty’s credit should end at “didn’t mess it up”.
But you can't prove that anyone could do it and I can prove he didn't mess it up. There is value in that.
