I'm sure that there are Iraqis that believe he is directly responsible for the death of thousands, if not a million Iraqis. I don't think those people give a rat's ass if they are being disrespectful. I imagine that was the intention.

Who the hell would expect a journalist to take his shoes off and throw them? Everyone in that room had probably been just short of cavity searched before entering, and Im sure they have been reporters there for a long time. I don't think you could expect that or blame the SS.
Who the hell expects ANY sort of assault at the President, whether it be shoes thrown at him, or a bullet from a from a shotgun? That's the whole PURPOSE of the Secret Service, to be ready when something does arise and respond in seconds. I don't think there's any time to be shocked or caught off guard, or you're in the wrong job. Even after the second shoe was thrown, there was some delay in reaction. I don't care if it was just shoes thrown at him. SS is supposed to be robotic in their reactions, regardless of the nature of assault, and the President should've been on the ground. Plain and simple.

The guy was being dragged down by somebody before the other shoe dropped. Time the video it didn't take them nearly as long as you guys are making it out to be - the guy is on the floor with 5 seconds or so. They're not superheroes, this is not the movies and there's no clint eastwood super-agent with lebron's vertical who can dive across the room and block shoes.
The person(s) dragging the guy down could not have possibly been SS agents. It was another journalist sitting around him... unless they place random agents into the crowd. The first presumable agent was the guy in the front row that popped up from the left side who kinda ran towards Dubya and and didn't even touch him.
