Ah, but the Rockets are allowed to talk with the Raptors before the draft. And it's not as if NBA teams never "talk" with potential free agents before free agency starts. I say this because if the Rockets, Bosh, and Toronto come up with an agreement, it's much likely to be done before the draft so the Rockets can include the pick in the trade. So if the Rockets trade some of their assets for someone like Cousins, then it's probably because they don't feel like a Bosh trade is likely.
If Bosh isn't coming to Houston. The Rockets can try to help the Raptors retain him. Hill + Battier + 14th pick → Bargnani Bargnani's a SF/PF who's been forced to play out of position at center. He's a poor rebounder but he's also a stretch four and a shotblocker which Bosh isn't. I think there'll be enough rebounds grabbed between Scola, Yao, and Hayes to overlook that. Plan B is to get a Draft Pick that will knock our socks off in the future or trade for a free agent center that can produce this year when Yao is working his way back. If we keep our same roster than Jordan Hill is really the wild card here because he could potentially give this team the athletic combo PF/C that this team really wants. But that all depends on how bad Hill wants it and is willing to work. If he can produce lets say optimistically 15PPG and 9 Rebounds then we might be thankful we didnt make the trade and give up a bunch of picks and key players like Budinger and Ariza. I believe that Option A better be a good Option A, not put us in a situation like we had with McGrady where it was his team for 5 years because the dollar amount on his contract says it does. But putting Bosh on a team like we have now without giving away much is a force to be reconed with and Im for it if the stars align.
Plan B is getting the best back-up center we can! Bosh is an upgrade, yes. But it's not like this team is trash. Brooks/Lowry Martin/Budinger Ariza/Battier Scola/Hill/Hayes Yao/7 ft Back-up/Hayes We just need Yao to stay healthy damn it! He's is our franchise player. Without him, we can barely make the playoffs. With him, we have a good chance to contend. It just sucks that so much of this rides off of him.
Other than Bosh, I think we'll inquire about Wade and Amare but ultimately end up waiting until the trade deadline if we do anything major at all. By then we'll have paid a lot of Battier's and Jeffries' expiring contracts, so they'll be easier to move. I think Amare is a long shot just because we aren't going to be willing to overpay for him, and plenty of teams with cap room are going to strike out on Lebron/Bosh and desperately go after Amare and Boozer once the dust settles. I also wouldn't be shocked to see us make a move in the draft if there is a guy they really like at a higher pick, but it seems unlikely with the draft happening before free agency.
What is with the obsession with Chris Paul on these boards??? We have the NBA's Most Improved Player at the same position....who is younger and cheaper. Not that CP3 is not good, but he is not the answer to a championship. He is not a game changer. He will not be taking the lost shot at the end of the game. ...and Jermaine Taylor improved more as a player than Kobe did this season. He's also younger and cheaper.

For the past 6-12 months Bosh just like Amare has been on the Rockets radar. It's been widely publicized that Bosh is the #1 guy who the Rockets want this off-season and it makes complete sense why. ESPN/Yahoo/Chronicle and most other major news outlets have reported the Rockets as in hot pursuit of Chris Bosh. If Bosh isn't the Rockets main plan this summer then what is ? He is by far the biggest factor this summer for the Rockets.
i think the obsession is based on him being arguably the best pg in the league when healthy. Also, if CP3 isn't a game changer then there are only about 4 or 5 game changers in the entire league.
