The Republican Congress has shown zero backbone to stand up to this president so yeah it’s on Congress just as much. When Trump went back on his word after McConnell passed the CR in the senate unanimously, McConnell could have turned right around and put the bill on the floor to protect Mueller. He’s got all the power over Trump and is also the one person who can oversee the vote to remove him from office if the House impeaches.

None of that happens though because both Republicans in Congress and Trump allow Rush Limbaugh and right wing hate radio to dictate everything they do and even allow him the power to shut down the government.

Imagine if Democrats shut the government down because Kathy Griffith called Obama a wimp for not passing free college for all in a standard budget resolution.

Do you guys realize how paralyzed your party is to the fringe who are also paralyzed with the cult of personality of Donald Freaking Trump?? The Trumplican party that currently rules all facets of our government is one vicious circle of stupidity.
