I was referring to Cozmo Kramer having a small role in a Murphy Brown episode during the arc where he went to LA not Michael Richards guest starring on another show
Cozmo Kramer was definitely on Murphy Brown and like rhino said, I believe was during the Serial Killer/Jerry Asks for his keys back two part episode. Elaine was over at Jerry's apartment (as usual) when Murphy Brown comes on the TV and I believe it was Jerry that yells out.."Is that Kramer?!" It then cuts to the TV where Murphy Brown says to Kramer "I know people....and I have a good feeling about you"

Kramer appeared on an episode of Murphy Brown within the world of Seinfeld. he was playing Kramer as an actor in LA. he played the role of Steven Snell, Murphy Brown's assistant.she said those words addressed to "Snell." I might be wrong, but this was not a real episode of Murphy Brown. Mad About You was a genuine "crossover" episode where the character of Cosmo Kramer is introduced into the world of Mad About You.
In the episode "The Comeback" a guy named Riley pwns George with an epic line after hes seen shoving shrimp down his throat at a meeting. George thinks he's come up with the perfect comeback of "Oh yea...the jerk store called, they're running out of you!" When George initially tells Jerry, Elaine, and Kramer they each come up with their own comeback that they think is better. What were their comebacks?
