Could you rebrand them as "Astrodome donation fund" bracelets? Force anybody from New Orleans who spent time in the dome during Katrina to buy one.
If you could get the green out if them you could market then as rebuilding bracelets for the Laker fans.

Given the Mardis Gras color scheme, perhaps you could wait until next year and try to go to some of the many Mardis Gras celebrations in Louisiana and Southeast Texas. You might could sell them street vendor style although it would take a long time to sell 400,000. I think you may have made a bad investment. I am all for capitalism and think it is a good thing to give to charities but you are teetering on a fine line of doing a good thing by giving to charity and trying to profit from a disaster.
