From what I gather, you suck at parking. Try parking on the street where you can. Park way out in the parking lot. If you're able to legally get a license, then your blind spot SHOULDN'T be an issue. My mother is legally blind, yet can drive as well, and she's only been in one accident in the past 15 years.
An auto accident stays on your record for 3 years. All insurance carriers will pull MVR's on you before they insure you (basically your accident record and traffic violations), so they will know how many accidents that you have been in. If your accident has already been reported (there is the possibility that it hasn't happened yet), you might as well stay with your carrier. However, it doesn't hurt to get quotes anyway, and if it hasn't been reported, you get another 6 months (if you switch) before your rates shoot up. Good luck
