Hypothetical: Can Parsons interfere with a Max Player arrival next summer?

Parsons contract is set up like Budinger's was when he was drafted.

There is not an option to pick up the option years, but there's an option to opt out of the contract for the Rockets.

So unless you hear them opting out, his contract will be "valid" and current.

 

Yes, Parsons has a deal very similar to Budinger's, although Budinger's deal did technically have a couple of team options (that were also non-guaranteed for about another month after the option date).

Parsons had a better agent than Budinger, or at least one who learned the mistakes that Bud's agent made in negotiating Chase's deal with the Rockets.

Chandler's deal is structured so that he's almost guaranteed to be on that deal for all four years. His 2013-14 season becomes mostly guaranteed if he's not waived by January 1, 2013 (as in, during this season). He won't be waived this season. Furthermore, Parsons's 2014-15 season becomes mostly guaranteed if he's not waived by January 1, 2014. It's highly doubtful he gets waived during next season.

Since Parsons's deal does not have a team option, there really isn't a chance for the Rockets to "opt out" of Chandler's deal after Year 3 in order to make him a restricted free agent and potentially negotiate a more favorable long-term deal in 2014. Because of the guarantee structure, the nearly-inevitable outcome is that Chandler will play for dirt cheap for four full seasons and then become an UNrestricted free agent in 2015.

Hope that clears up the OP's concerns. Parsons will not interfere with any free agent plans in the next couple of years.

There is no option to pick up. Parsons is not a first round pick and, therefore, is not on a rookie scale contract. He was signed using a portion of the MLE, so there are completely different rules for how his contract works.

Again, the contract contains no team options nor any player options. It is simply a four-year contract that becomes gradually more and more guaranteed over time the longer Chandler goes without getting waived. And since Parsons has shown that he's a legit NBA rotation player, he will not get waived during those four years.
