I'm not a lawyer, so could easily be wrong, by 5 minutes of googling tells me that reckless endagerment and possession of explositives are probably both gross misdemeanors in Washington, which means max penalty of 1 year and $5k each. Animal cruelty can be a misdemeanor or a felony. As a felony, it goes up to 5 years, $10k.

The update in the article says they picked those charges to get the maximum bail requirement. And bail was set at $500k, so I guess it worked.

Say he only gets 1 year in jail and pays a $5k fine. Was that worth the momentary indulgence of his crueler impulses? He won't be able to get a license to sell fireworks if he's convicted on the explosives charge (or maybe the endangerment charge), so he'll have to find another line of work too. He's caused himself a lot of trouble. And that's a conservative scenario in which they don't bring more charges.
