You do understand that is by the end of the year right? Any team running under the cap will just pick up bits and pieces during the year and then sign some moop at the end if they have to. They can make millions by taking douches like Royce White. Have you ever looked at the salary of a team near the end of the year that's trying to go for the minimum? you'll see something like half a dozen or more little contracts that were then waived, basically a collection of little contracts they're paid to take and random players they try out.

There's no penalty for being under. If a team is under the min payroll after a particular point in the year all their players get a raise for that season only to boost it to that amount.
