I think you could explain their reticence as being afraid of the abyss. If you want to switch a guy to your good ladder, you are going to have to be a lot more obvious. If they were interested in the beginning, they may have given up by the time you get interested. Let them know that they have a shot. Hopefully by the time that they get to know you, you have already risen on their ladder ranking by the virtue of your personality and they are dying to be on the right ladder.
You just have to tell her how you feel or if you don't want to do that, just start acting more 'boyfriendly'. Meaning, kiss her goodbye instead of a hug, hug her while chilling out, etc. You will get your answer soon enough. She might be receptive to the new kind of attention or you might get slapped.
Women tend to either really like me, or hate me. There is no in-between. Even most women who hate me tend to like me after they know me for a while. And while I have plenty of girl "friends", I have either made out with them at one point, or I'm going to in the near future, or I find them physically repulsive. If this girl just wants to be friends, and has said that to you, move on. Don't worry about her meaning of "friends". There are farrr too many women out there. Trust me.
