As someone who knows people that work in the government, including in a couple of our federal law enforcement agencies, I can assure you that "shady" is not the correct word. Bureaucratic, self serving, promotion seeking, apathetic, and incompetent would all be more likely descriptions of many people in those departments. The CIA especially carries a much shadier and bigger reputation than how it actually is. EDIT: I also remember this when it happened.
