The murder conviction rate in Chicago, the last time I checked was about 55%. If you were a white victim the conviction rate was far higher. Black victims only have their perpetrators convicted within a year about 20% of the tile in Chicago. (This is the last I checked last year) There are a few reasons for the conviction rate being only 50% in Chicago. First, the overwhelming majority of victims in Chicago happen in a small handful of neighborhoods and are drug/gang related. The victims are overwhelmingly black and there is little political pressure to solve these crimes. The reality is that the Chicago-land area is quite different than Houston. In Chicago the bad parts are far worse than any part of Houston. The bad parts are multi generational crime and poverty traps where black people have been segregated and treated like trash since the great slave migration over 100 years ago. These areas are effectively blocked from the rest of the city. The other parts of the city are far safer than any part of Houston. These areas are overwhelmingly white or wealthy immigrants. As long as the murders are limited to the inner city ghettos in Chicago the majority of citizens don’t care about black teenagers being killed.

Chicago did a better job than usual of solving previous years' murders which explains the 53% number. I asked that question because Mr. Scarface claimed that when black people are caught on video hurting someone they are almost 100% caught and convicted. Not the same situation here, I know, but I wanted to see what he thought about there being black people that murdered someone that haven't been caught and punished.
I cannot speak about a black assailant. I can say that murdered black people are less likely to see their perpetrator caught.
