Actually, I think the first one (women's rights is...) is the correct statement, since "women's rights" is the noun in this sentence. "Women's Rights" is used together. Now, if you were to begin the sentence with "a woman's rights", then you would use the word "are", because you're talking about the just rights of one woman. The word "rights" is a plural noun, so it is used with a plural verb....I think... Ya see, this is why English is the hardest language to learn.
