Physically the talent is there. I thought his motor, the competitive drive is what's lacking. The swag.
I think he can get better. He has gotten better defensively. He can get better off the dribble. He can also get stronger physically and mentally.
Except that we just watched a finals where Dallas guarded James with Jason Kidd, DeShawn Stevenson and Shawn Marion: 6-4 and unathletic, 6-5, and 6-7. They did pretty well on the 270+ pound beast that is LeBron; hell, even JJ Barea managed to stop him a couple times. I'd argue that the league is actually going the opposite direction as you think: there are so many good PGs in the league, particularly scoring PGs, coaches are tempted to get them more minutes by playing them at the 2, which means good SG have to get moved over to the 3, 3s to the 4 and so on; with the dearth of true centers in the league, more and more teams put out lineups with only 1 true big at a time.

I think Bud's potential has yet to be fully tapped, albeit the ceiling might not be anything above a solid starter. To those of you who keeps saying his defense "sucks," you are ignoring the steady improvements he has made since his Rookie season, which he in FACT did sucked lol. He won't ever be a quick change of direction on a dime kind of guy (Few are), but he when he plays with good anticipation he has enough burst laterally to get to the spot against most NBA SF's.
It must be his talents and instincts because he has the tools to become a Larry Bird SF version. He has to demand the ball and make things happen in crunch time. That is the area to improve. But I guess for the moment I'll settle for the starting job.
