I don't think Israel has truly tried hard to make that proposal work but it does seem like a third rail if things become pear shaped over time.
Netanyahu has no plan to replace Hamas or when and how Hamas will be considered defeated. That is why so many people in Israel including the military are openly criticizing him. This has been the problem all along. The strategy of just punishing the Palestinians isn't really a solution. In fact it's also led to hostages getting killed. Vengeance isn't a policy that leads to peace.
