My understanding is they aid to Israel isn’t just because of the IMf but legally aid is obligated under the treaty between the Israel, Egypt and the US which is why Egypt also gets a lot of US aid. Also as we see there is a lot of political support for Israel so there have been other bills and executive policies directing aid to Israel.
