Was there a public hearing? No. Nothing in Kemah's city charter says they had to hold one. Is the "silent majority" of Kemah's residents happy with the improvements within their city since Fertitta got there? Absolutely. IMO, Kemah was a dump before the boardwalk. I feel sorry for a long time resident that is getting squeezed. But Fertitta, evil though he may be, has done a world of good for the city of Kemah
All Kemah residents that I know hate the boardwalk. I worked for a local boating magazine for a couple of years and met and worked with a lot of the well known locals. The old timers liked it the way it was. It might have been a dump but it was their dump. It as deteriorated the sense of community. I have seen some almost come to tears about it. The roller coaster is ridiculous.
i live 2 minutes from the boardwalk and think it's garbage. i don't see why people go there outside of eating. which most of the stuff isn't great.
If I were the homeowner, I'd build a mini mall. , Or open up a strip club, or worse, a dogfight arena.
One very rich guy with a plot of land with all his restaurants is progress? I haven't liked the guy since he put white tigers in that sorry excuse for an aquarium and restaurants downtown.

So if you are walking down the street, it is perfectly legal for me to follow you around playing a trumpet 5 feet from your head. But if I did that, I'd be a d1ck. Fertitta is obviously a d1ck.
