sounds like it's just the shape of your head...contrary to popular belief, folliculitis isn't always due to an infection..it could simply be your body thinking there is one and reacting the same way....its likely that the short hairs in that area will always start to grow in a direction that pokes back into the skin, which freaks out the skin and it starts it's immune response. Im not sure you can get passed it...is it a lot of it or just a couple of follicles? Maybe you can just wax off that spot and the problem should be less frequent
Nivea for Men after-shave is what I use after shaving the noggin. It soothes the irritation quite well.
It's more than a few follicles but it isn't a very large spot, really just a strip straight across the back of my head.

A good aftershave should have antibiotics and regenerative skin healing properties. Maybe consult a dermatologisT?
I would get some slight irritation on my neck after I shave. I used good shaving cream and an aftershave balm but I was still having problems.
