No, they actually aren't. There is something you can do about it, and that's actually understand the two positions. Obama believed that the U.S. should work with allies to exert enough pressure on the Russians that they would want to negotiate. Tucker's position is that Russia was justified in annexing Crimea and continuing to seize land and invade the Ukraine. Those were not the position at all.
