For the record, I am aware that Obama knew that sending that resolution would amount to nothing and yes, he could have ordered strikes without congressional approval. However, if you, or any other Republicans are upset that he didn't use a military response, it is misplaced. The Republicans could have absolutely approved the request for military action. They refused and voted against it. So bemoaning that lack of response after the fact doesn't provide a stable ground for you or Republicans on which to stand.
