He signed campaign finance and did those steel tariffs as well. (Though the tariffs were for the purpose of gaining fastrack votes). Steel tariffs were actually to ensure that he wins Pennsylvania in 2004. Rove actually documented this in a strategy plan that got leaked by accident, I believe. They listed something like 7 or 8 states to win in 2004, and not coincidentally, approved all sorts of programs (such as steel tariffs) were centered around benefiting those states.
