Yes. I can't fathom Smith making a decision of that magnitude without BOB's knowledge/buy-in; there's just no way. If BOB lost his pet QB project because Smith clandestinely stashed him on the IR without BOB's awareness... I mean, I just just refuse to believe things are that dysfunctional/stupid over there. *NO* GM would do that without the coach's input/approval. I provided a link, per your request, confirming that BOB has 53-man final approval. Have there been reports refuting that? Nothing I've heard/read has challenged that.
BOB has input. He can ask for something. But ultimately it is Smith's decision whether that person joins the Texans organization. If BOB sucks at identifying talent, then you need a GM who can do that for him. There are lots of coaches who don't make good scouts.
That's what I would assume, with a small but vital wrinkle - I don't believe Smith works independent of BOB on that signing. I mean, look who they've acquired during Smith's tenure - the vast majority of players had ties to Kubiak/BOB and their coaching staffs.
Rick Smith is pretty much the anti-Morey. Whatever Morey does is considered genius, even if it is a bad move or not even him doing it. Whatever Smith does is considered idiotic, even if it is a good move or not even him doing it. Among people that know, Smith is a top 15 GM. Is he perfect? No. Is he the best? No. Should he be fired? Sure. But let's not act like he's the root of all the problems.
Of course the acquisitions have BOB stink all over them. Crennel? Wilfork? Hoyer? Vrabel? Mallet? Just because BOB asks for something doesn't mean he should get it. That's Smith's call to make, ultimately. So, moral of the story, Smith deserves just as much criticism that is aimed at BOB, and likely a whole lot more. If BOB goes and Smith stays, I won't be satisfied or hopeful. There's still small hope that BOB could actually be a competent gameday kind of coach. There is zero hope that Rick Smith is a good GM.
My opinion but I think this is correct. Coach: I want player A. Can we get him? GM: Well, how badly do you want him? Coach: Gotta have him. GM: Ok, let me see what I can do. or Coach: I need a veteran Offensive Lineman GM: Ok, what about player B? Coach: Let me watch some tape Coach: Nah he stinks. GM: Ok, player C? Coach: Yeah, he's good. GM: Ok, let me see what I can do or GM: Team B just called asking for one of our players. Can you do without him? Coach: Yeah. But I need a RB or at least a 6th round pick back GM: Let me see what I can do or Coach: I'm done with Player D. I'm ready to cut him. GM: Wait, let me see if I can get a pick or something in return
I can absolutely see this being the case, but if Smith isn't pushing back on BOB at all (or able to evaluate talent), then what the hell good is he, honestly? Didn't we all ask ourselves this during the Kubiak era...?

It sounds as if he's stating fact, IMO. If it is conjecture, and BOB has basically total control over draft/FA responsibilities, then we're back to the whole "why is Rick Smith even here?" thing. Ugh.
Well the only real footage we have is Rick Smith agreeing with BOB on Hard Knocks and BOB pretty much being the decider
Contract negotiations. Trades. Managing the cap team and the scout team. Scheduling the weekly tryouts? I don't know, just guessing.
Sorry, man... you lost me. Does that article invalidate something we've been discussing?...... I think the situation this weekend has everybody circle-jerking over a bunch of nonsense. We all know BOB is volatile and highly emotional; I think he wanted to jettison the **** out of a guy he vouched for and Smith talked him out of it because it would have been a monumentally stupid decision. I don't think it sheds an ounce of light on how this organization may be structured.
If Rick Smith did solely these 2 functions and nothing else, he would still have deserved to be fired already.
I'm sorry, but WHAT?? Where on Earth did you find that, or hear that from?? What has he done to even be considered a Top 20 GM let alone Top 15? If you're saying that BOB is solely in charge of personnel decisions, then what is the point of listing Smith at the GM and VP? If Smith isn't the one extending guys like Schaub (post-surgery), Cushing (post-surgery), Joseph, etc, then again, what good is he?? The argument that, "He's not the ONLY thing wrong with this organization" only holds so much water. He's been here for 10 years, and across an entire decade of his regime, we've basically spun our wheels with very little to show for it. What has he done to keep his job??
Fair enough. I wish Smith would have "vetoed" putting Savage on IR (which I still insist is ultimately Rick's decision, and very likely was a move done by his request/suggestion), because I think it was reasonable to assume that going into the year with no proven starter we could wind up needing Tom at some point. Hindsight is 20/20, but these guys are paid to know better.
