No your wrong, check out article IV which covers civilians and article 32 which talks about all protected persons not just soldiers but may include soldiers. This has been discussed on these boards already. It also talks about treatment of non-signatories of the Geneva convention.

Furthermore it isn't limited to the Geneva conventions. There are numerous other agreements forbidding torture which the United States as signed.
