You obviously don't understand where terrorists really come from, at least the types that attack on U.S. soil. Lets just say this. Uneducated easily manipulated children are abundant. It just takes a few of them with no great jihadist network of physical infrastructure to cause a serious attack. They don't need bases. They need a visa and some basic knowledge of explosives or how to fly a plane.

The type of terrorists you think of ATW, the ones that are trained in a military manner are not used for attacks on foreign nations but attacks on NATO forces.
Several of the 9/11 terrorists as well as terrorists "used" in subsequent attacks in Europe were trained that way.
The hijackers of 9/11 recieved most of their training needed to perform the acts on 9/11 on U.S. soil. Thus stronger domestic security with fewer loopholes.
