In 2003 NBC had a miniseries about a Mexican druglord called "Kingpin" that was set partly in Houston http://www.imdb.com/title/tt0324865/ There was a scene with the druglord's brother taking swings at a driving range wearing a blue pajama's Steve Francis jersey but in the background were desert mountains.
The only part of Crazy Heart filmed in Houston, is that scene where you see his truck speeding down a road toward downtown. All the stuff filmed at his Houston "residence" and at that mall, was filmed in New Mexico. Enjoyed the movie none the less though.
Rushmore is among my favorite movies ever...so it takes #1 * Night Game (1989) - filmed in Galveston, Texas Some of the crew for this movie, Night Game, stayed in the home my family used to own on Pirate's Beach. I never saw the movie. I understand it involved the Astros, too....
Rushmore, Reality Bites, and The Chase (I know it's a terrible movie, but I've always liked it). If were expanding the area to Huntsville, then you have to also consider Dazed & Confused as it was about Linklater's time at Huntsville HS.

i didn't realize Arlington Road was filmed in Houston until I noticed the UH business building in the background during a scene just outside the UC center.
Tin Cup was filmed in Kingwood at the Deerwood Country Club. My in-laws were extras in the gallery during the final scene.
Independence Day? I also wanted to mention POWDER, but someone caught it. Good stuff. A buddy from high school is an extra in the school scenes... filmed at UH. Also, my grandmother's house was in the Robocop 2 motorcycle riding scenes. They took 2 days to film 3 seconds. :grin:
I looked a bit into and I think you are correct. Had me fooled. That house could have easily been in the Heights and the plaza looked like it could've been in the downtown tunnels.
I thought the same thing at first, except I thought his house was in the Montrose area, close to where I used to have an apartment. When he's sitting on the front stoop playing guitar though, you can see some "no parking" signs along the street in front of his house. They don't look like any signs I've ever seen in either the Heights or Montrose. Geez... I'm such a nerd about Houston.
