When Baez entered the ninth inning, Tampa Bay was leading 3-1. He then gave up two runs tying the game at 3-3. That's where the blown save comes from. Later, in the bottom of the tenth inning, Tampa Bay scored one run, winning the game. Since Baez was the active Tampa pitcher when this run was scored, he gets credited for the win.
