cant happen 3 of top the 4 seeds have to be division winners. That doesnt mean that the top 3 needs need to be division winners, the top 4 spots basically takes the 3 division winners + the next best record and sorts them by order of record. so houston can get the fourth seed if dallas, phoenix and utah all have a better record than the rockets and the rockets have a better record than the rest of the teams in the west. In theory the rockets can get the #2 seed if they end up with a better record than phoenix and utah, but i dont see that happening even with phoenix's recent bump in the road.
