This sounds like a job to outsource to Thailand.

 

Under what justification? I can't see how hilal would be the reason. However, considering alcohol is banned, a ban on marajuana doesn't seem farfetched.

halal is just a legal term for 'allowed'. it can apply to any action. for instance terrorism would not be halal.

alcohol is considered forbidden because of the explicit unlawfulness of wine (in the quran) which scholars have deduced to be due to its intoxication. hence alcohol is unlawful since it intoxicates.

similarly scholars consider mar1juana to alter the mindset and hence also forbidden. granted it does not 'intoxicate' it, it alters mindset and clouds judgement etc.

that being said there are some really interesting historical legal opinions on the prohibition of hashish. certain scholars lived within the community of addicts in order to understand the effects and hence properly gauge if it should be prohibited or not.
