I think you went to far in that yes, she is hot. But, I definitely don't think she is as hot as a hot girl without those things. Or more directly, as hot as she would likely be without that stuff.
If we use that "Best Ass" thread in the Hangout as a gauge, she'd be at the top in overall hotness, though not in the "pure ass" IMO. Slim waist, no fat at all, fabulous. Though not the rounded proportions. She looks nicer from the front and side than from a back view.
I'd jerk it to her but, in reality, these type of bleached hair, fake tanners, have really repulsive personalities so there's not much point in fawning all over her.
