I would give him a medal...albeit he could be jamming a life-and-death phone call so in that sense it is bad. But, people on the way home from work...they talk on their phones and drive like crap not paying attention most of the time. And, it does bother me because I have to navigate around that crap.

FCC is no joke and will drop the hammer on you with a quickness. My buddy who has a physics PhD and I looked into this a few years back. When we discovered how against the law it was we decided against it. We also looked into short-distance radio hijacking so we could talk to people via their radios, but the penalties were similar.
