I forgot about Rodman, you could definitely make the argument that he was a superstar (although a very unconventional one).
I think the scouting is generally better than it was even 8 years ago when Gasol was drafted. International players are heavily scouted by every team in the league now. Dime Magazine did their 1013 Best 2nd round picks ever, and Arenas in 2001 was the only one in their top 17 drafted in the last 15 years (though Marc Gasol probably has moved up the list since then from #22). To be fair, Dime's top picks were all from over 30 years ago in a time when there were less picks per round. For example Willis Reed and Hal Greer were the were the 10th and 13th picks off the board their respective years, which is the equivalent of being a first round pick by today’s standards. Though Alex English in the 2nd round at 23 in 1976 would barely make the modern 1st round and he is arguably the best 2nd round or later pick ever. Basketball insider's top 2nd round picks from the last 30 years has Rodman 1, Arenas 2, Mark Price 3, Marc Gasol 4, Ginobili 5 (I'd have Ginobili ahead of Gasol at this point if we are looking at the entirety of their careers and not just where they are right now). So it's possible, but not probable, and seems less probable now than in the past.
