nice try but imho there would be plenty of tanking still to get into 4 and then turn to the next gear to win the pick in the last ten games... the only think it might achieve it would make tanking even more obvious alarming the public even more and perhaps make commisioner do something different again
#1 is a desirable thing, teams should fight for it, not tank for it. Another tweak could be head-to-head record. Calculate the ping pong odds based on head-to-head of all bottom seeds. Make them fight.
I like the spirit of the idea but it goes a bit too far and is not generous enough. Tanking is an existential threat to basketball, where the stakes for a single player can be very high. The NBA is at risk of losing *billions* of dollars worth of enterprise value on the fact the product is becoming garbage.
I think if they want to get rid of tanking they have to do something kind of like that. Something radical. If I were proposing a radical idea it would be everyone except the last 4 teams are in a 100% equal lottery. So every team outside of the WCF and ECF, equal lottery. It would be complete chaos and of course 'unfair' for bad teams but I always think the idea of lottery and the worst team getting the best pick is kind of silly in the first place. It's just something we as American sport fans have gotten used to, that the draft has to be 'fair' to bad teams. It really shouldn't. Every team should be trying to put the best product on the floor, period.
