I think the guy in the video is really annoying. He asks for a form, the cops want to hear what the problem is, and the guy asks for a form again, and so on. Go in another direction, dude. He goes nowhere, wasting their time, without an explanation perhaps that he wants to stay anonymous. No wonder the cops get mad.
The cops are denying him from filling out a form. Telling the cops his problem will result in them kicking him out anyway, or just flat out not believing him. Also you can't forcibly ask for someones ID like that.
Cop-hating is a great way to fuel the hostile relationship that leads cops to be on their edge when dealing with folks. The video did a great job of showing that a better confidential complaint process needs to exist (online is good, but not everyone has ready access)...but the way they approached the officers was almost baiting them (it's always suspicious when people refuse to identify themselves and become evasive). Had they declined to give ID and explained that they wanted the complaint to be confidential, I doubt the reaction was going to be as bad. I don't think a single one gave any sort of reason. The way half of them acted absolutely seemed shady. Several cops went over the top, but they were definitely enticed. I do like the videos in that they'll hopeful shun the departments into re-evaluating how they carry out their business. Hopefully we continue to move forward and the power of the internet will deter more cops from acting above the law. 99% of cops I've encountered have been good guys. But the bad ones have been toxic pricks.
I think that most cops are only "d-bags" when dealing with other d-bags.... How did you meet all of these cops you're referring to? All professions have corrupt/stupid employees. Not sure what the point of all this bashing is.
I can see why, it's assholes like this in the video that cries about anything <iframe width="420" height="315" src="http://www.youtube.com/embed/jPJtD8YaHHE" frameborder="0" allowfullscreen></iframe>

What if someone like Emily Akin or one of them Wayne Dolcefino peeps show up with cameras to a police station and ask for a form...? How would they react then? They'd give it to his a$$ and say: "Here, shut up." Teenager is being a teenager. Officers taking a simple question to an extreme. Certainly lots of different jurisdictions will hear about this YouTube viggio and will warn their employees not to fall for this crap. Doing what...?
