You claim that he wouldn't have made it far, you're right.
he only needed a few feet then the cops would have been the buffer between him and the hammer.
One of the cops may have gotten hurt, but Paul wouldn't have been hit.

Worse case is the hammer hits him in the back while he's fleeing. That dude with the hammer is fat and his arms are short.
