The 9/11 call was bizarre as well. They have been married for 60 years. He asks if he is speaking to the capital police. At this juncture in his life, I would imagine he would know this. I would also think if a 9/11 call came from a senators home they would auto dispatch and be there in seconds.

I suspect Paul is in the beginning stages of a significant mental illness. Paul might not have known the significance of the danger he was in at the moment. This would explain why Nancy feels the urge to finally step away from her power trip and retire from the Senate.

My guess would be that people diagnosing and making conclusions about the situation didn't work out well to begin with, so we probably shouldn't be making guesses based on limited information about people's health or anything else.
