I don't know the full details of the trigger and it is likely still be worked out. That said according to the latest news there is going to be health care exchanges to address cost. Also regarding the mandate by increasing the pool of those insured also increases the amount of the pool of money to draw upon for payouts so it is still possible to control costs while also increasing the amount of insured even with a public option.

As I said before the season isn't over and now isn't the time to tank, scrap health care reform. There are still a lot of details still to be worked out.
