Democrats: using regulatory power to silence political critics

    From what I remember from studying this. Wilson merely got the cloture option through. It was still a 2/3 majority that was required to overcome filibusters. Before then, there wasn't any way to actually stop a filibuster. The modern 3/5 cloture vote only came into pass in the 70s when ironically the Democrats threatened to institute the nuclear option and eliminate the filibuster entirely. However, the Republicans somehow found a way in the rules to actually filabuster that motion. So in the end they came to a compromise and instituted the modern 3/5 majority.

    As for the current rule. I know that rule 22 of the senate rules is the one that deals with filabusters and in particular the issue you speak of. However, I can't find a damn thing in regards to how that actually came into being.
