There is almost no chance that you will come across institutional racism in any metropolis that actively keeps you and your family down generation after generation, for no reason other than your skin color.... racists exist, but they can't be too open about it, its too politically incorrect to be one in a melting pot. Visit some small towns in the south, you dont even have to travel that far out of Houston or Dallas, ... let the local black folk show (not tell) you what a racist is.
Oh yes, it's worse in small towns (been there)...but there is racism in Houston. EDIT: Just realized you were talking about institutional racism. That IS very rare. I thought you were speaking in general terms (cops, store clerks, etc.).
Step 1: Be white. Step 2: Say something that can be taken as a racist remark, though may not meant to be. Step 3: Be called a racist. Personal experience.

Has racism reversed? I wonder what the percentage of racism is in each population? For instance would a higher percentage of African Americans have racist underpinnings towards caucasians than vice-versa? DD
