Actually it isn't, you're allowed 2 full steps in motion after gathering the ball from a dribble. The traveling doesn't start until the dribble comes back up to your hand. He clearly had the ball on the last 2 steps, but hadn't fully gathered it yet on the 3rd. It was borderline though. If it's borderline the refs are gonna give benefit of the doubt every time.
