I would think it would be easy for the NBA to impose an age limit to the NBA active list, but still allow players to be drafted and assigned to the development league at age 18. Players get paid and NBA product is not compromised by players not ready.

This is not what most owners want, though. They want protection from making dumb picks as they have less information on younger players. They want the controlled years of a player to be his best years.
