1) I never said they espouse social policies that "shortchange minorities" I said they don't put forth policies that often benefit minorities.

2) No, it's not racist. It's only racist if their policies, principals, whatever are done/espoused/believed/promoted in order to hurt/hold back/discriminate/etc. against minorities. Believing that government shouldn't give out welfare for example is not racist, even though it can potentially hurt minorities more.
