The stated goal is to create viruses that could be in the wild and get ahead of the curve so that you can create treatments before they hit the population. The counter argument is creating a nuclear bomb to learn how to diffuse it is just stupid. The actual reason is that technology like this is "dual use". It is both a weapon and legit basic science research. I would bet the reason this project went ahead without U.S. funding is because the Chinese military picked up the bill. There is evidence that parts of the Wuhan lab are run by the Chinese military.
