If that were the case it would be spiking everywhere. There were protests everywhere. It's spiking in places with Republican governors that rushed to open and California.
I know politic will skews and these events will be another shinny object to attack... quick to attack them and blame them would be in order, especially as cases climb, deflection from gov failure is important. But... let's look at some data. The Michigan capital protest and the BLM protests were both "live experiment" that could yield some interesting data. And so far... the data suggest likely no impact. Michigan didn't see an uptick, but in fact a continuing slow downward trend. BLM protests were national wide and some of the largest protests were in States that not only didn't have an uptick, the trend continue to go down (see NY for example). Someone can compile the data better, but so far... there doesn't seem to be a good correlation. If indeed they have little impact, this might be useful for certain re-opening within a new temporary norm. Outdoor with mask and little physically distancing is safe => business can proceed to open but it must be outdoor. Want a haircut? Have it outdoor. Restaurant? Only allow outdoor tables. Beach? Go ahead. And so on...

I mean, this shouldn't be noteworthy or surprising. A natural consequence of 3 trillion of government spending taking place over 90 days is going to result in a lot more than $1.4 billion in misapplied funds. Medicare is defrauded to the tune of somewhere in the ball park of $50 - 100 billion per annum. We have a massive and poorly run federal government which I would contend are not good stewards of our public funds.
